CNESST prevention program: where do you stand?
Free diagnostic in 5 minutes. Immediate result, starter kit included.
The October 1, 2026 deadline has passed. Without a written prevention program, an establishment of 20 or more workers is exposed to indexed fines of $2,115 to $4,226.
Is your company a member of a prevention mutual?
Who must have a prevention program
Under the Regulation respecting prevention and participation mechanisms (RMPPE), every establishment with 20 workers or more must keep a written prevention program, applied and kept up to date. Establishments with fewer than 20 workers must keep an action plan instead. The threshold is counted per establishment, not per company.
What the diagnostic checks
Ten questions on the mechanisms the RMPPE requires: prevention program or action plan, health and safety committee (CSS), health and safety representative (RSS) or liaison officer, risk identification, training, follow-up of corrective measures and updating of the program.
What you are exposed to
An offence under the Act respecting occupational health and safety exposes the employer to fines from $2,115 to $84,519 per offence (2026 indexed amounts). A CNESST inspector can ask for your prevention program during a visit.
